Orients passengers, issues life vests, and helps fit vest on children. Provides instructions on disposal of refuse and operations of head, as well as safety precautions. During the trip explains kinds of fish and may help bait hooks or land fish. Is knowledgeable and conducts speaking tour of operating area. Receives general instruction on transporting of passengers to and ;from the fishing grounds. Evaluates wind and sea conditions to determine safe limits of operation and whether it is necessary to return to harbor; adheres to rules of the waterways, and insures safety of passengers and safe, economical operation of the boat.

Receives general instruction on transporting of passengers to and from the fishing grounds. Works in unison with assigned deckhands while at fishing grounds to ensure passengers are awarded equal time and opportunity to fish for local species. Ensures that all passengers are logged into required logbooks. Responsible for evaluating wind and sea conditions to determine safe limits of and whether it is necessary to return to harbor; for adherence to rules of the waterways, safety of passengers and safe, economical operation of the boat. Must report all defects of equipment immediately upon return to harbor.

PHYSICAL EFFORT: Occasionally lifts and carries parts and equipment weighing 40-50 pounds. When objects weigh more thank 40-50 pounds, will be assisted by other personnel. Moderate effort is required during general maintenance work. Coordination of hands, eyes, body, and legs is needed to work safely on wet and moving decks.

WORKING CONDITIONS: Works on deck, exposed to sun, wind, spray, and rain when mooring, unmooring, loading and unloading passengers or cargo. The boat is operated from a sheltered cabin. Operators are exposed to possible falls on deck and to the possibility of falling overboard.

QUALIFICATIONS REQUIRED:

Knowledge of engine and control operation. Knowledge of anchoring practices including setting-in anchors, proper scope, and breaking out deeply imbedded anchors using engine power or wave action. Ability to perform operator maintenance to mechanical equipment such as cleaning, greasing and oil changes and to recognize improper operation in order to secure repairs or adjustments. Ability to operate electrical equipment such as VHF radios, GPS, radar and chart plotters or depth sounders. Knowledge of local weather conditions, i.e., small craft warnings, wind directions and speed which cause quick build up of unsafe sea conditions, etc., In order to plan sheltered rout or cancel trip. Ability to lay out courses to assigned destinations, avoiding hazards using navigational aids, landmarks, speed of boat, etc., to determine position, estimate time of course change or arrival time. Ability to compare sounding and charted depths, correcting for tide stage, as a rough check of position. Ability to determine position of boat by visual or radar bearings on landmarks or navigational aids or radio direction finder bearings. Ability to interpret charts of local area to determine shallow channels, shore conformation, buoys, beacons and landmarks. Ability to interpret standard operating procedures. For example, evaluating weather conditions and taking appropriate measures in case of bad weather or mechanical failure. Ability to maneuver craft independently in situations of storm, reduced visibility and moderate commercial and small craft traffic. Ability to explain and enforce safety regulations among passengers. Skill in the use of safety equipment such as life jackets, fire extinguishers and emergency signals. Physical agility and balance to work safely on wet and moving decks.

Duties include teaching classes, one-on-one business and financial counseling, organizing seminars and events, networking, budget management, grant reporting, coordination and writing of funding and grant requests, data entry of client information for the SBA grant reporting, and other duties as assigned.

1. Program Operation and Development: Responsible for all aspects of Women's Economic Empowerment programming as well as the Women's Business Solutions program funded through the US Small Business Administration.
 Responsible for creation, implementation, evaluation and modification of Women's Economic Empowerment programming in coordination with Chief Executive Officer.
 Develop, evaluate and modify, if necessary, course curriculum for classes offered by department including Business Planning 101, Day to Day Money Management and Income Generation.
 Initiate, interact and communicate with governmental, foundation, state, local and private funding sources as the primary contact. Responsible for reporting, correspondence, and coordination as the liaison between department and the funding sources. Responsible for submitting required reports.
 Manage the continuous quality improvement of programs; to include analyzing systems and program data, evaluation of staff development needs/plans. Collaborate with the YWCA Alaska management, staff and customers to ensure quality service is provided to all Women's Economic Empowerment customers.
 Monitor, research and analyze implementation of local business actions which impact YWCA Alaska Women's Economic Empowerment clientele. This work is accomplished with the assistance of agency departments and the Chief Executive Officer to implement agreed upon strategies to address issues which may impact Women's Economic Empowerment customers.
 Assist in agency-wide planning, evaluation, and development of annual community assessment for services. Develop initiatives as determined by agreement with the Chief Executive Officer.
2. Funding: Responsible for the oversight of all proposals to governmental, foundation, state, local and private sources for continued funding of department. This includes researching, development, and preparation of proposals.
 Research funding opportunities, coordinate proposal-writing efforts, and oversee implementation of new programs and funds. This is accomplished with assistance from the Chief Operating Officer.
 Responsible for development and oversight of department budget.
 Create annual department budget within the context of agency budget with the Chief Financial Offer and Chief Executive Officer.
 Responsible for registrations, mandates, compliance and record keeping for the Small Business Administration Women's Business Center programs.
3. External Affairs: Position requires networking with statewide business entities and small business agencies and thorough understanding of local community and statewide systems.
 Create and manage all MOU/MOA with non-profit providers for Income Generation fee-for-service activity as well as any other fee-for-service activities generated by department.
 Collaborate with SBA partner programs: SCORE, Small Business Development Center, Alaska SBA District Office.
 Manage and actively participate in collaborative partnership agreements with the University of Alaska's Center for Human Development, Southcentral Foundation and others as appropriate.
 Recruit and retain individuals and businesses to provide in-kind services, such as class presentations, business luncheons, etc to the program.
4. Staffing: Supervise, hire and terminate department staff. This includes creation of job descriptions, submission of annual evaluations and performance improvement plans as necessary.
 Set quarterly and annual goals/benchmarks for department staff.
 Recruit and oversee pro bono professionals and in-kind volunteers.
 Manage volunteer recognition system for department volunteers.

5. Excellent oral and written communication skills including ability to address diverse audiences.
6. Personal computer skills that include thorough knowledge of Microsoft Office programs.
7. Organizational skills to maintain daily work flow and meet all program requirements.
8. Proven ability to work independently, demonstrate initiative and creative problem solving.
9. Ability to exercise good judgment, courtesy and tact when working with a diverse staff and clients.
PREFERRED QUALIFICATIONS:
1. Proven experience in program development, implementation and sustainability; as well as grant writing.
2. Business and financial counseling experience.
3. Instruction or facilitation experience with adult learners.
4. Experience in developing earned income opportunities.

SUMMARY
Responsible for all aspects of loading and unloading of freight on company aircraft. Monitors and directs the building and loading of cargo for scheduled service flights. Assists with warehouse duties, as assigned.

1. Responsible for preparation of aircraft for loading and unloading of freight.
2. Determines proper weight and balance of the aircraft and loads the aircraft within limits for safe flight.
